This essay investigates how communication might improve policy innovation and good governance. Although transparency, accountability, and citizen participation are prioritized in governance frameworks, communication is the means by which these ideals are achieved. The study looks into how policy effectiveness and innovation outcomes are affected by three communication dimensions: transparent communication, participatory communication, and strategic communication. Structural equation modeling (SEM) was used to evaluate 240 respondents to a structured survey that included administrators, academics, and civil society players. The findings show that strategic communication directly promotes
policy innovation, participatory communication greatly increases legitimacy and citizen participation, and transparent communication considerably improves accountability and trust. When taken together, these characteristics explain 41.2% of the variation in governance and policy innovation results. The study contributes empirical evidence to the literature on governance, highlighting that communication is not merely a supporting function but a core driver of institutional innovation. Policy
